  Dr. James Ellsworth holds a unique record of 30-year, distinguished leadership careers in both instructional systems design & national security, and serves as Professor & Director of Educational Methodology at the U.S. Army War College (USAWC). He is a noted scholar of innovation, evaluation & blended learning, who wrote a key text on educational change & held international governance roles in two of his field’s most prominent professional associations. A Military Intelligence leader for a quarter-century, who amassed a record of research on complex operations & national strategy on the faculty of the U.S. Naval War College before his selection for a General Officer/senior executive level role leading development of a competency-based credentialing strategy for Geospatial Intelligence, he retired in 2013.

Returning from retirement in 2015, Dr. Ellsworth now advises the USAWC executive leadership on the systemic design of curriculum & instruction, and leads the College's faculty development program. Before arriving at Carlisle Barracks, his key leadership roles included command of a company-level Tiger Team infusing the early Web into the Army's Military Intelligence curricula; design and leadership of the Naval War College's online programs; service on the team developing the new Army Learning Model, design and leadership of a strategy for performance-based certification of all Geospatial Intelligence professionals across government, industry & academe, and service on a General Officer Working Group identifying and strategizing for the Army Warfighting Challenges.

Dr. Ellsworth earned his Ph.D. in Instructional Design, Development, and Evaluation from Syracuse University. He holds masters degrees in Business Administration (also from Syracuse) and National Security & Strategic Studies (from the U.S. Naval War College), and a bachelors degree in Marketing & Computer-Based Management Systems from Clarkson University. He is the author of Surviving Change: A Survey of Educational Change Models, has written numerous articles, monographs, and book chapters in both education & national security, and has held international scholarly office in both fields.
