I. Name and affiliation
The name of this organization shall be the Graduate Student Assembly (hereafter GSA) of the Association for Educational Communications and Technology (hereafter AECT). As an organization of AECT, the GSA is fully subject to the policies of the association.

II. Purpose and function
The goals of the Graduate Student Assembly (GSA) are as follows:

1. Serve as advocates for the needs and concerns of the student members of AECT

2. Improve communications within the GSA and with other divisions of AECT

3. Increase awareness of the GSA and AECT among graduate students nationally and internationally

4. Encourage graduate students to become involved in AECT

The function of the GSA is to create a professional community for its members. Through their involvement in online discussions, face-to-face conferences and workshops, GSA members have the opportunity to share professional experiences and learn from experts in the field.

III. Membership

Any AECT member who designates student membership upon joining the association will automatically become a member of the GSA.

IV. Offices and governance

A) Executive Committee

The Executive Committee shall be comprised of the officer of President, Past-President, and President-Elect.

It shall be the responsibility of the Executive Committee to determine the goals for the GSA and set the agenda for all meetings of both the GSA Board and the general membership

B) Board of Directors

The GSA Board shall be comprised of all officers (President, Past-President, President-Elect, Communications Officer and AECT Board Representative, D&D Board Representative, Professional Ethics Committee Representative, Professional Ethics Committee Representative, International Board Representative, T&P Board Representative, Teacher Education Board Representative, GSA / AECT Chief Openness Officer, and ITFORUM Representative).

C) Meetings of the Board

The GSA Board shall meet annually at the AECT Convention. Telephone conference meetings shall also be scheduled at least once per quarter throughout the year. All business of the Board may be conducted electronically, either by telephone conference call or online. All GSA Board meetings shall be open to any member. An agenda shall be developed by the President and distributed to all the GSA members before any meeting. Minutes of all conference calls and meetings shall be posted by the Communications Officer to the GSA Website within 7 days of the event.

D) Officers

The GSA officers shall include President-Elect, President, Past-President, Communications Officer and AECT Board Representative, D&D Board Representative, Professional Ethics Committee Representative, Professional Ethics Committee Representative, International Board Representative, T&P Board Representative, Teacher Education Board Representative, GSA / AECT Chief Openness Officer, and ITFORUM Representative. These individuals must be members in good standing of AECT and with the exception of the position of Past President, must maintain graduate student status.

The major areas of responsibility include the following:

· The President-Elect shall be responsible for assisting with the GSA convention planning activities.

· The President shall be responsible for chairing the GSA convention planning activities, including the organization of the Graduate Student Center. The President shall also conduct all business, meetings, and other tasks relating to GSA activity within AECT.

· The Past-President shall be responsible for elections of officers and board members; this includes recruiting candidates, accepting nominations, and publicizing the election process.

· The Communications Officer shall act as the GSA Webmaster and be responsible for updating and maintaining the GSA’s Website and blog and for recording and posting GSA minutes and relevant AECT announcements or surveys to the Website.

· The GSA AECT Board Representative shall act as the GSA’s representative to the AECT Board and post a quarterly report to the Website of the Board’s activities that are pertinent to the GSA members. This position shall be elected by the student members of AECT, but officially appointed by the AECT Board due to the current AECT by-laws.

· The GSA D&D Board Representative shall act as the GSA’s representative to the D&D Board and attend monthly D&D conference calls and post a quarterly report to the Website of the Board’s activities that are pertinent to the GSA members. This position shall be elected by the student members of AECT, but officially agreed upon by the D&D Board due to the current AECT by–laws.

· The GSA Professional Ethics Committee Representative shall act as the GSA’s representative to the Professional Ethics Committee and attend Ethics Committee meetings and post a quarterly report to the Website of the Committee’s activities that are pertinent to the GSA members. This position shall be elected by the student members of AECT, but officially agreed upon by the Professional Ethics Committee due to the current AECT by–laws.

· The GSA International Board Representative shall act as the GSA’s representative to the International Board and attend monthly International conference calls and post a quarterly report to the Website of the Board’s activities that are pertinent to the GSA members. This position shall be elected by the student members of AECT, but officially agreed upon by the International Board due to the current AECT by–laws.

· The GSA T&P Board Representative shall act as the GSA’s representative to the T&P Board and attend monthly T&P conference calls and post a quarterly report to the Website of the Board’s activities that are pertinent to the GSA members. This position shall be elected by the student members of AECT, but officially agreed upon by the T&P Board due to the current AECT by–laws.

· The GSA Multimedia Production Board Representative shall act as the GSA’s representative to the Multimedia Production Board and attend monthly Multimedia Production conference calls and post a quarterly report to the Website of the Board’s activities that are pertinent to the GSA members. This position shall be elected by the student members of AECT, but officially agreed upon by the T&P Board due to the current AECT by–laws.

· The GSA Systemic Change Board Representative shall act as the GSA’s representative to the Systemic Change Board and attend monthly Systemic Change conference calls and post a quarterly report to the Website of the Board’s activities that are pertinent to the GSA members. This position shall be elected by the student members of AECT, but officially agreed upon by the T&P Board due to the current AECT by–laws.

· The GSA Teacher Education Board Representative shall act as the GSA’s representative to the Teacher Education Board and attend monthly Teacher Education Board conference calls and post a quarterly report to the Website of the Board’s activities that are pertinent to the GSA members. This position shall be elected by the student members of AECT, but officially agreed upon by the Teacher Education Board due to the current AECT by–laws.

· The GSA / AECT Chief Openness Officer shall act as the moderator to the AECT Open Content Portal and post a quarterly report to the Website of activities that are pertinent to the GSA members. The individual will ensure that the portal was updated and maintained appropriately, removing any spam, and marketing it to professors for new content. This position shall be elected by the student members of AECT, but officially agreed upon by the AECT Open Content Portal Faculty Advisor.

· The GSA ITFORUM Representative shall act as an assistant moderator to the AECT ITFORUM listserv and post a quarterly report to the Website of the Committee’s activities that are pertinent to the GSA members. The individual will perform the day-to-day moderating duties of the listserv, and occasionally, remove inappropriate postings. This position shall be elected by the student members of AECT, but officially agreed upon by the ITFORUM Moderator.

E) Election process

All nominations shall be approved by the Executive Committee, after which the election process shall be posted on the AECT Website for a four-week period. Announcement of election results shall be posted on the AECT and GSA Websites.

Election of a President-Elect shall be conducted during the annual AECT elections. Nominees may be self-selected or generated by any GSA member, but must be conducted through the Past President to ensure that there is a full slate of candidates for each position. Candidates for President-Elect must commit to serving a 3-year term through the cycle of President-Elect, President, and Past President. It is understood that some members may no longer be student members during the full three year cycle, but must be student members during their terms as President-Elect and President.

The Communications Officer election shall be conducted annually at the same time as the election of the President-Elect.

The AECT Board Representative election shall be conducted annually at the same time at the election of the President-Elect. Once the election results have been confirmed by the GSA Executive Committee, this name will be submitted to the AECT Board for its approval and appointment of the Graduate Student Assembly AECT Board Representative.

The format of the election process will be a simply first past the post system (i.e., whoever gets the most votes wins).

F) GSA Office Removal & Resignation

a. Removal:

Representatives who fail to carry out their duties as outlined in the GSA constitution or agreed upon by the GSA board are considered delinquent and maybe removed from the GSA board. A representative is "delinquent” if he or she does not perform duties as outlined in the constitution; does not respond to emails from the GSA President regarding their responsibilities within one week, or attend regularly scheduled meetings. Once a representative is deemed "delinquent,” he or she may be removed from the position.

Any elected position or representative shall be subject to removal by a two-thirds vote of the GSA board. Failing two-­thirds of all Representatives at a meeting, two-­thirds of quorum may remove an officer provided noticeofthe motion to remove is disseminated to all Representatives atleast one week prior to the meeting.

No position holder may be removed without written notice at least seven days of such a motion in advance of the meeting, and the person being removed shall be granted the right to speak at his or her removal proceedings. All removals shall be for cause, such cause shall be explicitly stated in the motion for removal, and such cause shall be limited to failure to fulfill the obligation.

b. Resignation:

Any elected position wishing to resign from their position, may forward their resignation letter to the GSA president

c. Filling vacant position:

In the event of a vacancy (due to removal or resignation), the GSA executive committee shall determine (based on the needs of the organization and the remaining length of the term) whether or not to hold an election to fill the position or to distribute the responsibilities among the remaining members of the board.

G) Meetings of the Membership

The GSA members shall meet annually at the AECT convention.

H) Committee Leadership

Committees shall be formed, as needed, by the GSA Board, with committee chairs appointed by the President. Membership on any committee shall be open to any member of the GSA, however, this membership must be submitted for approval by the committee chair to the GSA Board.

By-Laws revisions
By-Laws language shall be presented by the Executive Committee to the GSA membership for approval online on the AECT Website, with discussion. Adoption of By-Laws and/or revisions to the bylaws shall occur at the annual membership meeting at the AECT convention.
